Questions Arise Regarding the Quality and Timeliness of the Project
Entebbe International Airport, Uganda’s primary international gateway, faced yet another challenge as heavy rains on September 2 and 3 resulted in a flooding incident within the airport’s departure terminal. The incident has prompted renewed concerns over the quality and progress of the ongoing renovation and expansion project, which has faced previous reports of questionable workmanship, delays, and budget overruns.
According to reports, the flooding was attributed to a drainage system issue linked to the construction site’s expansion project. The drainage system, critical for the terminal building, reportedly failed due to the heavy rainfall, causing water to accumulate in the departure area.
Uganda Civil Aviation Authority (UCAA) officials were quick to respond, stating that the situation had been contained, and the flooding was primarily due to leaks from the upper floors of the terminal building. They assured passengers that efforts were underway to prevent such incidents from happening in the future.
The construction work at the site in question is being carried out by the Uganda People’s Defense Forces Engineering Brigade. However, Brig. Felix Kulaigye, the army spokesperson, denied that the military engineers were responsible for the issues, emphasizing that the flooding was caused by leaks in sections of the terminal building that were not within the scope of work contracted to the army.
Despite these assurances, concerns persist regarding the ongoing refurbishment and expansion work at the airport. The project, launched in 2015 under the National Civil Aviation Master Plan and estimated to cost $200 million, has been plagued by a series of problems, including questionable work, budget overruns, delays, and failure to meet deadlines.
Members of the Parliamentary Committee on Physical Infrastructure expressed doubts about the suitability of the UPDF Engineering Brigade for the project due to their lack of experience with such endeavors. Reports even emerged that China might take over the airport’s operations to recover a loan from China’s Exim Bank, though these were later denied by the government.
The airport expansion project includes remodeling the existing departure areas, constructing a new four-story block, an elevated trunk road, and a passenger terminal building, among other components. While some phases of the project have been completed, such as the strengthening and rehabilitation of runways and aircraft aprons, the overall project remains behind schedule.
Upon completion of all works, Entebbe International Airport’s terminal capacity is expected to increase from two million to at least 3.5 million passengers annually. Efforts are being made to enhance the passenger experience and address the challenges faced during the renovation process.
As the project continues, passengers and airport users are urged to remain patient, bearing in mind the construction work’s temporary impacts. The UCAA also stated that the airport’s safety and compliance with international standards remain a priority, with audits by the International Civil Aviation Organisation (ICAO) scheduled for this year and next.
Despite the challenges, Entebbe International Airport continues to experience a steady rise in passenger numbers, rebounding from the COVID-19 pandemic’s effects. The numbers recorded in the first half of 2023 exceeded those of the same period in 2022 and even surpassed pre-pandemic levels in 2019, signaling positive growth in Uganda’s aviation industry.
