The IGG has asked Mbarara City North Member of Parliament Robert Mwesigwa Rukaari to submit by December 6, documents relating to his acquisition of Uganda Railways land.
Rukaari has also appeared before the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), over his acquisition of the land.
In a letter dated December 2, 2021, Deputy IGG, Anne Twinomugisha Muhairwe informed Rukaari that they have taken on the matter hence seeking relevant documents from him.
‘The Inspector General of Government has taken interest in this matter and has commenced investigations on the same. This investigation is premised on the allegation that you illegally acquired plots of land from Uganda Railway Cooperation (URC) which caused financial loss to Government of Uganda,’ the letter reads in part.
The IGG asked him to submit application forms used when he bided for the land, sales agreements, receipts or proof of payment, evidence of ownership of the plots and any other related document.
Rukaari has welcomed the move by the IGG to investigate how he bought three plots of land belonging to URC.
Speaking to New Vision on Friday morning, Rukaari said the double investigations into the sale of Railway land will help bring out the truth around the matter.
‘I have welcomed the investigations by IGG and this is the right thing to be done now. This is what shows the transparency that the NRM (National Resistance Movement) wants because finally, the truth will come out,’ said Rukaari.
Rukaari is the Chairman of the Entrepreneurship League of the NRM and a member of the Central Executive Committee (CEC).
Rukaari who was given up to Monday by COSASE to submit all documents related to the three plots along Chorley Close, Port Bell Road, said he has now a chance to show both probes the truth.
‘I am preparing all documents and will submit them to both COSASE and the IGG within the time given to me,’ he said.
Appearing before COSASE on Tuesday, November 30, Rukaari told MPs that he bought the three plots at sh357m after a successful bidding process conducted by the Privatisation Unit (PU) in the Ministry of Finance in 2007.
He insisted that at the time PU was not issuing receipts for purchase, adding that confirmation letters by the then Minister of Finance, Sayda Bbumba are proof of purchase.
MPs led by Committee Chairperson Joel Ssenyonyi, gave Rukaari up to Monday to produce the bank draft that he cited.
The COSASE is investigating the sale of URC non-core properties and seeks to find where the money went.
URC officials told COSASE last month that the entity has never received proceeds from the sale of the assets across the country and also the sh69b compensation of land the Government gave to private developers at Nsambya and Kibuli.
