President Museveni Requests Handover of Turkana Warriors Accused of Killing Ugandan Geologists

Ugandan President Museveni has issued Executive Order No. 3 of 2023, urging the Kenyan Government to extradite the Turkana warriors allegedly responsible for the killing of Ugandan geologists. The 18-page executive order, issued on May 19, primarily focuses on preventing the illegal entry of arms into Uganda.

President Museveni’s executive order also includes a six-month ultimatum for the Turkanas to leave Uganda voluntarily, warning that failure to comply would result in their expulsion from Ugandan soil.

The call for the handover of the accused Turkana warriors follows a previous incident in which three geologists from the Ministry of Energy, a member of the Uganda Peoples Defiance Forces, and a soldier were killed in a raid allegedly carried out by Turkana cattle rustlers.

“The killers of the geologists must be returned to us for trial on murder charges. The guns have been returned to the government of Uganda, but not the killers,” the executive order states.

The document, written in a firm and uncompromising tone, has the potential to strain relations between Uganda and the government of President William Ruto, as well as the broader East African Community. The issue of cattle rustling in the region has long been a challenge, and the executive order may further highlight the need for collaborative efforts to address this recurring problem.

The request for extradition and the ultimatum given to the Turkanas demonstrate President Museveni’s determination to seek justice for the slain geologists and take decisive action to maintain security within Uganda’s borders. It remains to be seen how the Kenyan Government and the East African Community will respond to this executive order and work towards a resolution that upholds the rule of law while maintaining regional cooperation.
