Private Security Guard Shooting Leaves Two Dead in Kampala

A private security guard shooting at the Ultimate Security Ltd offices in Kampala tragically killed two supervisors. The incident occurred around 9 a.m. at the company’s head office in Mbuya, Nakawa Division. The guard, who had not been paid for months and was later dismissed, carried out the attack before police officers fatally shot him.

The victims, Noella Zella, assistant human resource officer, and Salez Bwampata, armoury officer of Ultimate Security, lost their lives. Richard Mwaawa, a security guard with the company, is the suspect. Police report that Mwaawa first shot Zella and then targeted Bwampata.

Deputy spokesman for Kampala Metropolitan Police, Luke Owoyesigyire, said police responded immediately after receiving reports of the shooting. “Our officers arrived and tried to engage the attacker. When negotiations failed, they shot and killed him,” he explained.

Police sources who visited the scene and interviewed witnesses said Mwaawa had complained about unpaid salary arrears for two to four months. After his dismissal, he returned to hand over company property but instead opened fire. Police have not yet confirmed this account.

“At this stage, the motive behind the shooting remains unclear. However, investigators continue to gather evidence and will update the public soon,” Mr. Owoyesigyire added.

Ultimate Security Ltd’s chairperson, Enos Tumusiime, declined to comment. He said the board chair does not oversee daily operations and was unaware of the incident.

Meanwhile, Grace Matsiko, chairperson of the Uganda Private Security Association (Tupsa), expressed condolences and confirmed the association’s cooperation with the police. “We deeply regret this tragic event. Our prayers go to the families affected. Ultimate Security has assured full support to police in concluding the investigation. We will inform the public accordingly,” she stated.

Private security guard crimes have increased in Uganda. Furthermore, many firms face scrutiny for unprofessional conduct and financial struggles. The police canceled several companies’ licenses due to failure to meet regulations, including tax and salary payments.

In May 2023, police suspended 39 private security firms for similar compliance issues. Several other firms face suspension threats.

Earlier this year, Tupsa leaders met with Inspector General of Police Abas Byakagaba to discuss sector challenges. They highlighted financial difficulties caused by the Covid-19 pandemic, declining clientele, and tough government policies.

In a document submitted to the Inspector General, Tupsa leaders explained that the pandemic severely affected the sector, yet the government imposed new charges without offering assistance. They urged authorities to consider the sector’s vital role and ongoing hardships.

This tragic private security guard shooting at Ultimate Security Ltd highlights the urgent need to address employee grievances and improve conditions in Uganda’s private security industry.
