Uganda opposition nominations: Besigye can run in absentia

Uganda opposition nominations now allow members abroad and detained individuals to contest in the 2026 General Election. The People’s Front for Freedom (PFF) amended its rules to permit nominations in absentia. This change opens a chance for jailed opposition leader Dr Kizza Besigye to become the party’s presidential candidate.

Michael Kabaziguruka, head of the PFF Electoral Commission, said the commission will submit the amended rules to the Executive Council. This will let members who cannot collect forms in person participate. Kabaziguruka explained, “We are revising the guidelines to include members abroad or those indisposed during nominations.”

The commission changed the rules after many diaspora members requested it. They want to contest but cannot attend physically. The new rule also helps members inside Uganda who cannot appear in person. When asked if the change aims to benefit Dr Besigye, imprisoned since last November on treason charges, Kabaziguruka said, “If he shows interest and the rules permit, he can get nominated like any other eligible member.”

The PFF will soon announce nomination dates. Party secretary general Harold Kaija said the clause allowing nominations in absentia existed when the party was part of the Forum for Democratic Change (FDC). However, the current guidelines accidentally left it out. Kaija added, “We want to ease the process. Those who cannot collect forms personally may send a representative. They must communicate with the Electoral Commission in writing, by phone, or email.”

Dr Besigye has run for president before while detained. In 2006, he became the FDC’s flag bearer during his trial on treason and rape charges. These charges later dropped.

Nominations for PFF positions began yesterday. Many aspirants, supported by followers, arrived at the party headquarters on Katonga Road.

This change in Uganda opposition nominations shows a move towards inclusivity. It removes barriers for political participation. Now, all eligible members can join the process, no matter their location or circumstances.
