Ugandan and DRC Authorities Resolve Fishing Dispute via Prisoner Exchange

Officials from Uganda and the Democratic Republic of Congo (DRC) have successfully mediated a dispute over illegal fishing on Lake Edward, exchanging arrested fishermen caught violating respective territorial waters. This collaborative effort, initiated during a meeting at the UPDF marine base in Kasese, Uganda, involved the release of over 15 individuals detained on both sides of the border.

Beyond resolving immediate infractions, the meeting aimed to address larger issues surrounding fishing rights and border integrity on Lake Edward. Representing Uganda, Kasese Resident District Commissioner Joe Walusimbi led a delegation comprising regional and district security personnel from various agencies like the UPDF mountain brigade, police, intelligence services, and special forces. The Congolese delegation was headed by Col Charles Ekuta, administrator of Beni in North Kivu.

Both parties acknowledged the “mutually beneficial” outcome, emphasizing the exchange of detained fishermen alongside their confiscated fishing equipment. Ugandan authorities released 14 Congolese fishermen apprehended for illegal entry, returning 67 boat engines and fuel tanks seized during their operations. In a reciprocal gesture, Congolese officials handed over 4 Ugandan fishermen, along with 16 boat engines and 10 fuel tanks, highlighting their commitment to collaborative solutions for shared border challenges.

This incident demonstrates a positive step towards cooperation between Uganda and the DRC in managing shared resources and upholding border security. The exchange not only resolves individual cases but sets a precedent for future collaboration in addressing broader concerns related to sustainable fishing practices and peaceful boundary management.
