Efforts to Enhance Efficiency and Access to Justice: Judiciary Deploys New Judicial Officers and Transfers Others

Chief Justice, Alfonse Owiny-Dollo. The Judiciary has deployed 96 of the newly appointed judicial officers and transferred 74 others in its effort towards fostering a more efficient and effective court system.. This strategic move is aimed at fostering a more efficient and effective judicial process.

Among the newly deployed judicial officers, six registrars, five assistant registrars, and 85 Magistrates of grade one have been appointed. Chief Justice Alfonse Chigamoy Owiny-Dollo emphasized that these deployments are designed to fortify the courts’ capacity to promptly settle legal matters and uphold the principles of the rule of law.

Chief Justice Owiny-Dollo stated, “We firmly believe that the placement of 96 new Judicial Officers and the subsequent transfers will not only enhance the operational efficiency of our courts but also reinforce public confidence in the judicial system. This initiative is in alignment with our mission to deliver justice in an efficient and effective manner.”

Chief Registrar Sarah Langa Siu, while revealing the transfer list, highlighted that these decisions were based on considerations such as caseload and the Chief Justice’s commitment to extending judicial services closer to the public. The introduction of new Magistrates has led to the full operationalization of numerous courts.

Notable among the newly established courts are Toroma, Ishongororo, Busesa, Ndaija, Ruhama, Karugutu, Omoro, Kicheche, Kyankwanzi, Amudat, Maracha, and Nyadri. Additionally, areas including Atiak, Mulanda, Hakibale, Kisinga, Kakindu, Kyangwali, Kiyunga, Kyanamukaka, Kigumba, Kasanda, and Kyarusozi have also benefited from these deployments.

Sarah Langa Siu expressed optimism that the augmentation of the magisterial workforce will significantly reduce lead times for case disposal and alleviate the backlog in magistrate courts. The recent expansion has led to a total of 457 officers within the magisterial hierarchy.

This comprehensive structure comprises 91 chief magistrates, 10 senior principal magistrates in Grade One, 20 principal magistrates in Grade One, 33 senior magistrates in Grade One, and 303 magistrates in Grade One.

The new deployments are effective immediately, while the transfers are scheduled to take effect on September 1, 2023. This move underscores the Judiciary’s steadfast commitment to an efficient, accessible, and fair judicial system, as well as its dedication to delivering justice promptly and fairly to all citizens.
