Rwandan President Paul Kagame Implements Major Reshuffle of Military Officials

Rwandan President Paul Kagame has carried out a significant reshuffle of the country’s security apparatus, which includes the appointment of new defense and army chiefs, as well as the dismissal of several high-ranking military officials. The move comes amidst ongoing allegations and denials of Rwandan involvement in supporting an armed group in the neighboring Democratic Republic of the Congo (DRC). The reasons behind the dismissals were not provided in the announcement made by the Rwanda Defence Force (RDF).

President Kagame announced the appointment of Juvenal Marizamunda as the new defense minister, replacing Albert Murasira. Marizamunda, previously the head of Rwanda’s correctional services and a former deputy inspector general of police, has assumed the crucial role in the country’s defense establishment. Mubarak Muganga has been appointed as the new chief of defense staff, while Vincent Nyakarundi has been named as the army chief of staff. Additionally, Jean Bosco Ntibitura has been designated as the director general in charge of internal security in the National Intelligence and Security Services (NISS).

Dismissals and Changes:

According to the RDF statement, two senior commanders and 14 officers have been dismissed from their positions, effective immediately. Major General Aloys Muganga, who was appointed as the commander of mechanized forces in 2019, and Brigadier General Francis Mutiganda, previously responsible for external security at the NISS, were among those relieved of their duties. In addition to the dismissals, 116 other ranks were authorized for dismissal, and contracts for 112 other ranks were rescinded.

RDF Deployment in Mozambique: The Rwandan force, which has been deployed in Mozambique since 2021 to counter an armed campaign in the country’s northern region, has also witnessed changes in command roles. The reshuffle comes at a critical time when the RDF is actively involved in addressing security challenges in the Mozambique conflict.

Allegations and Denials: Recent allegations made by the army of the neighboring Democratic Republic of the Congo (DRC) have accused Rwanda’s military and the M23 rebel group of planning an attack on the Congolese city of Goma. The DRC, along with United Nations experts and United States officials, have claimed Rwandan support for the armed group. However, both the Rwandan government and the rebels vehemently deny these accusations.
