In a recent statement, the Inspector General of Police, John Martins Okoth Ochola, revealed that additional promotions are underway for gazetted officers who missed out on the latest round of promotions. This announcement follows the promotion of 1,638 officers at various ranks, including Senior Commissioner of Police, Commissioner of Police, Assistant Commissioner of Police, Senior Superintendent of Police, Superintendent of Police, and Assistant Superintendent of Police. The aim is to strengthen command and control within the Uganda Police Force while addressing career growth opportunities.
IGP Ochola emphasized that this ongoing process of promotions will be carried out in a regular, credible, transparent, and equitable manner. He assured officers who were not promoted in the latest batch that they should not lose hope and should continue their dedicated work, as more promotions are in the pipeline.
Furthermore, Ochola urged the officers to perceive promotions not merely as personal achievements but as opportunities for enhanced duties and responsibilities. He emphasized the importance of taking these responsibilities seriously, as they directly impact the safety and security of both Ugandans and visitors to the country.
Fred Enanga, the police spokesperson, highlighted that the promoted officers should celebrate their new ranks. However, he also emphasized the need for them to undergo further training to develop the necessary leadership capacities at the middle, senior, and advanced levels of the police force.
Meanwhile, comments made by the Internal Affairs Minister, Gen Kahinda Otafiire, shed light on the historical issues surrounding police promotions. Otafiire expressed dismay over the prolonged periods officers would spend without promotions. He criticized the past approach of treating the police force as another civil service sector, emphasizing that the police should be recognized as an armed force. Gen Otafiire shared examples of officers who had served for many years without advancement, calling for a change in the system.
Since assuming office, Gen Otafiire stated that he has worked to rectify the situation, ensuring that promotions within the police force are conducted on a more regular basis. He stressed the importance of recognizing and rewarding the dedication and competence of officers who have diligently served the force.
These recent developments underscore a commitment to address long-standing concerns regarding promotions within the Uganda Police Force. With a focus on regularity, fairness, and transparency, the force aims to bolster command and control structures, enhance career growth opportunities, and ultimately strengthen the security and well-being of all Ugandans and visitors to the country.
