Introduction: The Uganda Revenue Authority (URA) has introduced the Authorized Economic Operators (AEO) program, encouraging companies to become part of its list of trusted taxpayers. By joining the AEO program, companies can benefit from simplified procedures, reduced inspections, and fast clearance of goods. This initiative aims to facilitate trade and promote security within the international trade supply chain. Recently, URA and China Customs launched the implementation of the Authorized Economic Operators Mutual Recognition Agreement, making Uganda the first country in Africa to establish such an agreement with China.
Enhancing Trade Share and Best Practices: In May 2021, Uganda signed an Authorized Economic Operator Mutual Recognition Arrangement (MRA) with China during the 5th AEO Global Conference in Dubai. This arrangement aims to improve Uganda’s trade share in Africa by adopting good trade practices from China, a major global player in international trade. Abel Kagumire, the URA Commissioner of Customs, emphasized that businesses complying with customs regulations under the AEO program enjoy preferential treatment, including fast clearance of goods and simplified procedures.
Benefits and Professionalization of Operations: The AEO program not only provides benefits to compliant importers and exporters but also helps counter threats that could undermine seamless trade between countries. By adhering to accepted standards, the program seeks to professionalize operations and ensure a secure international trade supply chain. Kagumire highlighted that these trusted taxpayers, who have undergone thorough audits, vetting, inspections, and clearance from both URA and other government agencies, contribute approximately 26% of URA’s revenue.
Unique Identifiers and Quickened Clearance: To distinguish consignments received and expedite clearance processes, trusted taxpayers are assigned a unique identifier, similar to AEOs in China. This identifier enables customs and other relevant agencies to expedite the clearance of goods. Patience Rubagumya, Commissioner Legal at URA, noted that implementing this program would reduce the cost of doing business and foster synergies between traders in Uganda and China.
Efficient Risk Assessment and Secure Trade: Rubagumya further explained that the AEO program would facilitate the sharing of information on traded cargo, leading to faster and more efficient risk assessment. Consequently, cargo clearance would be expedited, and more effective controls could be implemented, enhancing the security and safety of the trade supply chain. The Chinese Ambassador, Zhang Lizhong, praised the mutual cooperation between the two countries and affirmed that this initiative would significantly contribute to Uganda’s industrialization efforts.
Trusted Taxpayers and Self-Regulation: An AEO is a company highly trusted by the revenue body and is expected to self-assess and willingly fulfill its tax obligations, even with reduced surveillance. Companies enrolled in the AEO program are empowered to self-regulate, self-assess, and collaborate seamlessly with URA in their operations.
